I'm going to Cancun in a three weeks and want to know if steroids legal in mexico to pick some up while I'm there, or if they are also controlled just not enforced? Very crucial for transiting around don't wan to piss off the federales.

Steroids are controlled like pharma medications, which basically means, "we don't need no stinken prescriptions" but in Cancun, it is different my friend, very tough.
You will also get caught coming into the states with steroids from my dear Mexico, they can pick up a juicer a mile away.

Yeah, while you may get the juice legally in Mexico (which does not necessarily mean that you won't get scammed with low quality gear), you will have a very hard time trying to bring it into the states....they are no fools who work on the borders, they know their job.
