I did a post recently and I've reading many opinions and I watched Dylan's video that you should never bulk while you are 15bf% or more.
With this being said I can not bulk since I'm a bit over 15% but I received some advices not to cut and I should be in a slight caloric surplus.
I'll post some pics in order to help your opinions.

I'm pretty sure I already gave you my recommendation for a sarms stack in your last thread but here it is again

My recommendation would be this, all from www.sarmsx.com

1-12 MK2866 25mg day dosed once a day in the a.m.*
1-12 S4 50 mg day... split doses... 25 mg in the a.m. and 25 mg 4-6 hours later
1-12 GW-510516 (CARDARINE) 20 mg day… dosed all at once 30 minutes before workout…*
1-12 SR9009 30mg per day (5mg dosed every 2-3 hours 6 times per day)

PCT

Clomid 50/25/25/25
GW 20mg per day

I checked yesterday cardarine and I tried to see how much it would cost me, but I have to pay it with a Visa Card and I'm only 20 years old, I don't have one
I only heard of cardarine that improves your endurance as anything that exists and helps in burning fat.
 
Bro not too be offensive but you are far below your natural potential recomp for you is mearly clean up your diet get about 14 cal per pound of lean body mass from clean sources lean meats rice potatoes oats amd some heathly fat in moderation about 10 grams per meal almond butter coconut oil avacodos kust make sure you weigh them and train hard high intensity . your still in the stage where your body is hoing too make quick drastic changes you shouldnt even be considering anabolic steroids yet . If you train amd eat hardcore like your life depends on it thats still at minimum 3 years from now.

Nice point. But I already have a clean diet almost since I started weight lifting. I'm very restricted with my diet. The carbs I consume are: Oatmeal, potatoes, banana(post workout) and that's pretty much it. Fats: Nuts and avocado. I could put here a before picture and you will see how much progress I've made so far.

What are your macros ?
 
This. Your advice was wrong. Do the cycle Rick gave you and eat around maintenance or so calories. You need to drop BF though before eating surplus cals

Eat at just a slight defecit bro, since fat loss is a priority at the moment
 
Eat clean 6 days week 1 cheat meal a week repeat cardio 6 days a week must feel hungry must of time tell you reach bf level you want it's hard but worth it

I didn't quite understand your build up sentence.. Can you rephrase it?
 
From pics you have showed with much respect cut to 10 to 12 then bulk you will se what's happening with your body
