If you have a leg problem, I don't know what answers you are looking for here. What type of problem? You say atrophy, and is this because you aren't training legs or what? If you have a condition going on you need a doctor. If your legs are just small and you want them bigger, then do like you would with any muscle you'd want bigger. Go train them hard and heavy, and give your body the fuel it needs for growth
