Controlling the weight gain for lean gain

Hi guys. After 4 weeks of being stuck at 180 lbs Ive finally managed to tip the scales to my advantage and acheive a caloric deficit by introducing brown rice to 4 of the 8 meals a day and stepping cardio down from 3 x 20 min runs a week to one morning of steady paced mountain biking.
My question is:
A) what is a good/steady rate of gain to avoid fat gain.. (i.e 0.5lb a week) or can this be done by calulating/dividing the 6 remaining months to the target date/target weight by 10lbs over 24wks which equates to just under 0.5lb of weight gain per week

B) is it better to control the rate of gain by by adjusting calories in, calories out or both?

Weight 181lb
Target weight/goal 191lbs by July 2018
BF 11%
Age 51
Training 4 x 40min per week
Currently running Sust 500/2ml per week
hgh 2 i.u per day
Due to finish aas cycle in 4 weeks and 8 week pct cycle to commence in 6 weeks.
