When to start new cycle

You only need 3-4 weeks off in between sarms cycles so you are good to go anytime!
As always the 'rules' are time on cycle + PCT is the time off before a new cycle

Another question. When taking a liquid sarm, let say ostarine, can I solute it in water and then drink it? Or should I take it directly? If so, I've read it must be kept under the tongue for some seconds and then drink it. Thanks in advance.

No you don’t need to put it under the tongue. Just put it in the back of your throat and drink it down with water.
As Dylan pointed out, 3-4 weeks is the time off needed in between sarms cycles
I'd say you are good to go anytime man
