maybe dumb question. when recon hgh i put 1ml in, but never get a full 1ml out?

so yeh like the title says, when i'm mixing my hcg or hgh whatever, i have a 10 iu vial, i put 1ml of bac water in. if it's hgh i do 5iu a day, so i pull out 5iu the first day fine, and then the second day it's usually more like 3iu if i'm lucky. is that normal or am i doing something wrong?

i also have these nipro syringes, which almost have a cone shape on the rubber part that is inside the syringe, i try to compensate for that but still ends up the same

I've always been baffled by this also. I put 1ml into a bottle and with the sam syringe I only get .9 back?
