Bulk or Cut for skinny fat.??

I am 6.2ft 84kg 15% body fat with loose skin on belly

What is recommended i should cut down more fat or bulk i am consuming 2800 calories lifting 6 days a week

Macro are 40%Carb 30%protein 30%fat (Zone Diet)

you need to focus on reducing your BF....reduce your caloric intake....increase your cardio
 
Personally I would cut to 10-12% then bulk back to 15%, rinse and repeat.

Loose skin on belly would be my only issue as this will look worse as you get leaner particularly if you are not young.
 
Although everything inside me tells a guy 6'2" 185lbs to bulk.I gotta agree with buen.Your BF % is too high bro.

recomp....

reduced calorie intake yes...but burning your own excess fat provides the fuel for muscle growth

Not sure how many times you need this question answering as you have asked this question in multiple threads, also your body weight has varied between 84 and 90kgs with body fat stated mainly @ 15% as below

25 March - 85kgs @ 15%
04 & 05 April - 88kgs @ 15%
08 April - 90kgs @ 15%
12 April - 88kgs @ 15%
31 May - 89kgs @ 12%
14 June - 16%
15 June - 85kgs @ 15%
29 June - 84kgs @ 15%

So in summary in March you weighed 85kgs @ 15% then over a period of 2 weeks you added 5kgs but remained @ 15% and then over the next 7 weeks you lost 1kg and 3% body fat and then 4 weeks later you lose a further 5kgs but add 3% body fat unless of course the 12% was a typing error and should have read 15% in which case regardless of whether you weigh 84kgs or 90kgs you are still 15%!!!

I think you need to post some pictures so we can all ascertain what body fat you actually are

Not always. Recomp means add g lean mass while dropping bodyfat and there's a number of methods to experiment with to accomplish this. What you proposed is one way of doing it that can be effective

recomp is building muscle while reducing fat... anytime you add muscle, clearly lose fat... i would be about 150-250 under maintenance dependent upon the compounds used
