It's simple. Vemdors sending domestically deal with customs and assume all of the risk. International vendors ship small packs and can afford to lose a pack here and there. Domestic sources lose bulk packs coming in and that can be very very expensive. Those costs are all considered in domestic pricing. It comes down to if the client wants lower prices and potential seizure letters or if they want to pay more without the risk of having their address flagged.
